Details

Local Resilience Forums (LRFs) are multi-agency partnerships made up of representatives from local public services, including the emergency services, local authorities, the NHS, the Environment Agency and others. These agencies are known as Category 1 responders, as defined by the Civil Contingencies Act 2004.

LRFs are supported by organisations, known as Category 2 responders, such as the National Highways and public utility companies. They have a responsibility to co-operate with Category 1 organisations and to share relevant information with the LRF. There are 38 LRFs in England; the geographical areas the forums cover are based on police force area boundaries.

LRFs also work with other partners in the military and voluntary sectors who provide a valuable contribution to LRF work in emergency preparedness.

The LRFs plan and prepare for localised incidents and catastrophic emergencies. They work to identify potential risks and produce emergency plans to either prevent or mitigate the impact of any incident on their local communities. When an emergency occurs they may convene multi-agency responses.

The publication includes the LRF Innovation Fund prospectus. The prospectus includes information about the scheme, the expression of interest survey and from 11 November 2022 it will be updated to include, the guidance for completing the application form to bid for funding, the LRF Innovation Fund application form and assessment criteria.

You must complete the LRF Innovation Fund application form and submit your proposal for funding by 5:30pm on 20 January 2023.

The LRF Innovation Fund aims to test ideas for potential new ways of working to support the adoption of a whole of society approach to resilience. Department for Levelling Up, Housing and Communities will share learning with the 38 LRFs in England and devolved administrations to strengthen national resilience.
