The Explanatory Memorandum to the Directions made under sections 15(5) and (6) of the Local Government Act 1999 in respect of Liverpool City Council on 10 June 2021. It summarises the circumstances in which the Secretary of State has made the Directions, his reasons for this exercise of his powers, and the implications of the Directions for the Authority.
The accompanying Directions were revoked by the Secretary of State on 7 March 2024 and this Explanatory Memorandum no longer applies.
