Commissioners wrote to the Secretary of State on 13 February 2023 with their third report on the intervention at Liverpool City Council. In the report, Commissioners state that they are cautiously optimistic about progress the council is making. However, the next year brings significant change, and while this provides opportunity for the council’s improvement journey, it also carries risk to the stability of the organisation, and must be managed carefully.
