Dear Colleague,

I am writing to provide an update on the regulator’s annual fees for 2024-25.

The regulator launched a consultation on proposed changes to its fee regime in September 2023. We are currently analysing the feedback from the consultation. Subject to consultation and approval by the Secretary of State the proposed changes will apply from 1 July 2024. I will write to advise you of regulation fees for the period from 1 July 2024 once they have been set. However, I am in a position to advise you of our anticipated fees for the first quarter of 2024-25 and outline our anticipated invoice arrangements.

Anticipated regulation fees for 1 April 2024 to 30 June 2024 (quarter 1)

The fee per home paid by large private registered providers, with 1,000 or more homes, is anticipated to be no more than £1.37 for quarter 1. This is equivalent to £5.48 on an annualised basis and represents a 1.5% increase from 2023-24.

Fees for small private registered providers, with fewer than 1,000 homes, is anticipated to be £75 for quarter 1. This is equivalent to £300 on an annualised basis in line with prior years.

Anticipated invoice arrangements

Large private registered providers will receive two invoices in 2024-25. An invoice for quarter 1 will be issued in March 2024, and a subsequent invoice for quarters 2 to 4 will be issued in June 2024. As in previous years, the March 2024 invoice will include a rebate for unspent fees from 2022-23.

Small private registered providers will receive one invoice in 2024-25, issued in June. The invoice will be made up of £75 for quarter 1 and the quarter 2 to 4 fee. There is no rebate for small private registered providers as the cost to regulate and register is no less than the fee charged. The decision to issue a single invoice has been made to minimise the administrative burden on small private registered providers.
