The Industrial Strategy Advisory Council were commissioned to produce this report by the Chancellor of the Exchequer and Secretary of State for Business and Trade in a ministerial letter on the Industrial Strategy Advisory Council.

It considers:

  • how local business dynamism and economic capability can support growth, productivity and higher living standards across the UK
  • insights from Greater Manchester and the West Midlands on the conditions that support start-ups, scale-ups and investment
  • how national government and local partners can strengthen local economic capability and coordinate policy to support growth
