The Industrial Strategy Advisory Council were commissioned to produce this advice by the Chancellor of the Exchequer and Secretary of State for Business and Trade in a Ministerial letter on the Industrial Strategy Advisory Council.

It considers:

  • the need for increased employer investment in skills to boost productivity and living standards for workers 

  • analysis of the barriers holding back employer investment in skills

  • recommended actions to tackle these barriers and support stronger employer engagement with the skills system, particularly in Industrial Strategy priority sectors
