Reports by the Independent Monitoring Commission into paramilitary activities in Northern Ireland are normally produced at six monthly intervals. However, in light of the St Andrews Agreement of October 2006 and subsequent developments, the Commission was asked to produce an additional report at this time. The report focuses on the three month period September to November 2006.

This paper was laid before Parliament in response to a legislative requirement or as a Return to an Address and was ordered to be printed by the House of Commons.
