The Government Property Agency Annual Report and Accounts 2025 to 2026: At a glance

The Government Property Agency (GPA) published its Annual Report and Accounts (ARA) for 2025/26 on Monday, 13 July.
The ARA sets out the GPA’s progress on its mission to provide exceptional workplaces for civil servants and deliver a smaller, better and greener government office estate.
The report is also an important assessment of how the GPA is delivering its vision and mission, reviewing the agency’s activities over the course of the financial year.
0.1 Major achievements from 2025/26 include:

The start of construction works at the Brunswick Street Government Hub site, which was marked with a breaking ground ceremony attended by the Chancellor of the Exchequer, Rachel Reeves MP, and Cabinet Office Minister, Anna Turley MP.

Progressing the Plan for London programme, securing £17.5 million in annual savings for the government through the closure of no fewer than four Civil Service offices in the capital.

Securing £25.4 million in commercial savings, surpassing our £20 million target as we used our commercial acumen and property expertise to save costs during re-procurement activities and negotiations with contractors.

Completing the delivery of the 26 Whitehall Government Hub, which now serves as ministerial office space for the Department of Science, Innovation and Technology.

The Net Zero and Lifecycle Replacement Programmes delivering £232,000 in utility savings and 220 intervention projects.

The approval of the Outline Business Case for Manchester Digital Campus, which will bring together approximately 8,800 people from multiple government departments with a focus on digital work.

Implementing the first two phases of the GPA’s Organisational Design and Development Programme, while launching a new matrix operating model and leadership structure designed to increase agility and clarify accountability.

Continuing to make progress in providing digitally-enabled office spaces, with GovPass now serving over 173,000 users while GovPrint was rolled out to a further 244 locations, taking the total up to 355.
