Universal Skills
Universal skills underpin the core behaviours and capabilities expected of every civil servant and are required at varying levels of proficiency depending on the role.
Examples include leadership & management, digital confidence, personal effectiveness, communication, and project delivery.
Universal skills align with the “Behaviours” element of the Civil Service Success Profiles, but the taxonomy also includes skills not explicitly covered by Success Profiles (e.g., digital skills, strategy).
Universal Core Skills
Universal Skills: Leadership & Management
As with the universal skills, varying levels of proficiency are required depending on the role and your level of experience.
Why Are Specialist Skills Important?
They ensure that government roles are filled by people with the right technical or professional expertise.
They support targeted learning and development, helping civil servants progress in their chosen profession.
They enable effective workforce planning and deployment, especially when specialist expertise is needed for critical roles or projects.
Proficiency Levels
Practitioner
Working at practitioner level in the tax profession you would be expected to be proficient in and have experience of working in one or more areas of tax.
For example, working in GFF as a Tax Manager in the Ministry of Justice tax team.
Learning, Standards & Behaviours
Standards
Across the Civil Service, we want to ensure we have clearly defined standards for each of our tax roles which our professionals are expected to meet, with progression linked to demonstrable professional competence.
These standards reflect the level of behaviour and service customers can expect as well as what the department expects in return. They also focus on fairness, transparency, and professionalism, ensuring all our activities are carried out lawfully and respectfully.
By embedding these principles, we uphold trust and accountability in all interactions maintaining the departments reputation.
There may also be additional standards that are specific to the many work areas within the tax profession. These define what good looks like in those roles and normally require the correct application of law and guidance, clear communication, and fair, evidence-based decisions.
Continuous Professional Development (CPD)
What is CPD?
Continuous Professional Development (CPD) is how tax professionals update, broaden and deepen their tax-related professional knowledge, skills and experience. This can be achieved through on the job training and personal study. It should be relevant to the job role and be recorded.
In other words, it is how you, as a tax professional, maintain your knowledge and skills related to your professional tax career
Your CPD is not restricted to only technical knowledge but also includes essential skills that enhance your professional capability.
HMRC Leaders in Tax
Who are we?
Another great opportunity to develop your tax skills, knowledge and experience is by getting involved in Leaders in Tax.
Leaders in Tax is a national voluntary HMRC network run by a diverse range of tax professionals within HMRC who want to build and inspire a tax professional community through sharing knowledge and supporting continuous professional development.
This is done primarily through hosting a range of learning and networking events throughout the year, co-delivering projects, contributing to the tax professionalism strategy, and providing a collective voice for the tax professional community.
Roles within the Tax Profession
Deciding Your Career Path
The following pages provide details and links to the various job families where we have tax professional roles predominantly in either HMRC, the Tax Centre of Excellence or within other government tax teams.
We want to retain the talent and skills we have in our Tax Professionals and give people the opportunity to develop and progress. This framework along with the various career pathways will show you how this can be done, helping you transition from one role to another across our job families.

Job Families
Within the Tax Profession, all roles have been linked to a specific area of work, which we call a Job Family.
Each job family contains a cluster of specific roles broken down into sub families, each with their own specific Job Role Profile. These profiles provide an overarching summary of the role, an outline of the typical duties and responsibilities associated with it and the capabilities/skills needed to carry out those core functions of the business.
At present, there are nine job families. Eight within HMRC and one for Tax within the Government Finance Function.
For HMRC a job family contains a cluster of jobs with the same essential purpose and nature of activities within the Tax Profession.
For roles in the Government Finance Function, this job family combines the tax functions of government organisations and those working for the Tax Centre of Excellence. It sets out the typical role responsibilities, expectations (behaviours and skills) and the entry and progression routes at each Civil Service grade.
Job Families – Career Paths
Our Tax Professional Career Pathways offer something for everyone, with many exciting opportunities across the Civil Service’s government departments, agencies and public bodies.
You may be interested in moving roles between Job Families and learning what each area of work entails. Doing this can help broaden your tax knowledge and develop your skills across different parts of the Civil Service.
Alternatively, there are opportunities for a more linear career pathway within each Job Family, where you can progress upwards by grade. This pathway allows you to gain experience and expertise in one particular area of tax.
You may also choose to move between departments offering additional routeways to broaden your experience and career options.

My Civil Service Career Journey
Leann, Grade 7 Tax Lead, Tax Centre of Excellence
I joined the Civil Service in 2001 as an Administrative Officer at DWP, encouraged by a Jobcentre adviser who believed in me. Over 14 years, I progressed to Executive Officer and discovered a passion for compliance, legislation, and stakeholder engagement.
In 2014, I moved to HMRC as a Large Business Employers Duties Tax Specialist, completing the Employer Duties training pathway and achieving my AAT Level 4 Tax Professional Qualification. Seven years later, I joined the Department for Transport as a Tax Compliance Manager, gaining expertise in VAT compliance and broadening my understanding and practical experience of tax working in the tax function of a government department.
Today, I’m proud to work at the Tax Centre of Excellence in a role that inspires me as I deliver tax advice and services across government. My journey has been shaped by incredible mentors and the opportunities the Civil Service offers. One conversation in 2001 changed my life and every promotion reminds me of the impact we can have on others.
My Civil Service Career Journey
Shannon, SEO Tax Manager, DWP – Tax Team
I started my journey with the Civil Service in 2019 when I accepted an EO Compliance Caseworker role with HMRC, in the Individuals and Small Business Compliance area. Here, I developed and became a HEO Compliance Caseworker. Prior to joining HMRC, I thought I had a good understanding of what tax was. I quickly learned that there was much more than income tax and National Insurance Contributions!
After working on various projects, I joined the Tax Centre of Excellence (Tax CoE) and moved to DWP in 2022 as a SEO Tax Advisor. Working in a large business was a stark difference to assessing individuals’ tax returns and I learnt a lot about the finance function. After being in my role for a year, I decided to undertake a Level 7 finance qualification. This was an opportunity that had not been available to me in my other roles, and I am currently studying for CIMA.
One of the things that I like the most about working in the Tax CoE is that everyone is very knowledgeable about what they do.
My Civil Service Career Journey
Paul Campbell, SEO Tax Manager, Ministry of Justice- Tax Team
I began my Civil Service career in 2015 as a Caseworker in HM Revenue & Customs. I started as an Executive Officer in Counter-Avoidance, tackling mass-marketed tax avoidance schemes, which looked to exploit loopholes in Capital Gains Tax legislation; this was followed by a sideways move into the team focusing on Income Tax schemes.
In 2016, I joined the Public Bodies Group as a HEO Tax Specialist, working on VAT compliance. This included desk-based intervention, on-premises visits, and the design and implementation of a one-to-many compliance project.
In 2019, I moved sideways into a Policy Advisor role within the Tax Professionalism and Assurance Team. This role was focused on delivering the long-term vision for the Tax Profession and included work to differentiate EO and HEO roles and redesigning the Tax Professional Career Framework for HMRC.
In 2021, I joined the Ministry of Justice (MoJ) as a SEO Tax Specialist, working primarily on VAT. This included improving the VAT return process, increasing the standard of compliance within business areas, and supporting the design of the new ERP system. I have also delivered cross-government tax training and departmental specific advice as part of the Tax Centre of Excellence. The MoJ also supported me to gain my ACCA Chartered Accountancy Qualification.
I have been very fortunate to experience a real breadth of opportunities within the Civil Service. I particularly enjoy applying the complexities of legislation, guidance and caselaw to real-life issues, supporting and advising colleagues across the department, and wider government, helping to deliver for the public.
