This document assesses the impact of providing a new general power of competence for local authorities to enable them to:

  • act in the interest of their communities and in their own financial interest to generate efficiencies and secure value for money outcomes;
  • to raise money by charging and trading in line with existing powers and to provide indemnities and guarantees.
