This report sets out the findings from an independent evaluation of the Carbon Emissions Reduction Target (CERT) and the Community Energy Savings Programme (CESP) which ran from 2008-2012.

The research was commissioned by the Department of Energy and Climate Change and undertaken by a consortium of Ipsos MORI, CAG Consultants, University College London and Energy Saving Trust.
