This research report presents a qualitative study across five prisons found shared frustrations among staff and men regarding external pressures, limited resources, and a model not fully suited to open conditions.

Despite these challenges, open prisons were bridging sizable service gaps and probation staff were seen to enhance risk management and support more rehabilitative prison cultures.

Findings suggest a need to consider how the service offer in open prisons might be refined to better reflect their distinct function and to support transitions into the community.
