I write in response to an email received by our office on Saturday 21st June 2025 in which you asked for: “… (preferably in Microsoft Excel or an equivalent machine-readable format) the following information in respect of suppliers which were not paid in within 30 days for the period starting 1 April 2019 to the date of this request:
- Supplier Name
- Invoice Date
- Gross Invoice Value
- Payment Date
- Late Payment Compensation or Interest Paid (if any)”
Your request has been handled as a request for information under the Freedom of Information Act 2000.
The Commissioner is independent of, but appointed by, government. The government has recently appointed an interim Biometrics Commissioner, while they actively recruit the next permanent Biometrics and Surveillance Camera Commissioner through open competition. The Office of the Biometrics and Surveillance Camera Commissioner (OBSCC) has therefore provided this response to your request.
In response to your request, please find attached the relevant information. Please note that no instances of late payment compensation or interest paid have been identified.
The Gross Invoice Value is calculated as the sum of the Net Amount and any applicable VAT; however, VAT is not applied to all payments.
The payment duration for the invoices listed is based on the number of days between the invoice date and the corresponding payment date. Additionally, when calculating the number of days between the date an invoice was entered into the system and its payment date, 65% of the invoices were settled within 30 days.
Please be advised that delays in payment may occur for a variety of reasons, including invoice disputes, incorrect supplier information, or deactivated supplier accounts.
If you are dissatisfied with this response, you may request an independent internal review of our handling of your request by submitting a complaint within two months to the address below, quoting reference BSCC-FOI-0825-HD. If you ask for an internal review, it would be helpful if you could say why you are dissatisfied with the response.
