On 4 April 2014, the Secretary of State for Communities and Local Government used his powers under section 10 of the Local Government Act 1999 to appoint PwC to carry out an inspection of Tower Hamlets Council’s compliance with its best value duty. This document is the report of that inspection.

The report was announced by the Secretary of State in a written ministerial statement made to Parliament on 4 November 2014.
