In 2011 the UK Commission for Employment and Skills (UKCES) adopted an investment based approach to support employer groups to develop innovative, infrastructure solutions to employment and skills problems.

This report looks at the design and development processes of projects in the Best Market Solutions (BMS) strand of the first round of the Growth and Innovation Fund (GIF), with the aim of learning lessons from the way in which project ideas were conceived, and subsequently developed. The report uses case studies to assess how well projects met the 3 main aims of the GIF investment programme - to be employer-led, innovative, and self-sustaining in the medium and long-term.
