HMPPS commissioned Skills for Justice to development this new core capabilities framework for staff in the prison and probation service working with individuals who have, care and wellbeing needs.

The framework describes the skills, knowledge and behaviours required to understand and recognise individuals who have health, care and wellbeing needs, the support that is available to them and how to help them access support.

The framework contains six subject area domains which each include a number of core capability statements, which were developed with subject matter experts from across HMPPS.

The core capabilities are described across four levels and staff may move between these levels depending on their role, setting or circumstances. The levels are cumulative and assume that knowledge is gained progressively through all levels.
