Details

These additional directions have been made by the Secretary of State in accordance with his powers under section 15 of the Local Government Act 1999 to address failures by the council to comply with its best value duty.

An accompanying covering letter sets out the circumstances in which the Secretary of State has made these additional directions, his reasons for this exercise of his powers, and the implications of the additional directions for the authority.

The Secretary of State also received representations from the council’s interim head of paid service, executive cabinet, the leaders of the Labour and Conservative Groups at the council, and a copy of a concordat signed by all political parties related to executive decision-making. These are referenced in the covering letter.

Following the judgment of the Election Court on 23 April 2015, the Secretary of State has issued additional intervention powers for the commissioners to order Tower Hamlets to take any actions needed to safeguard good governance throughout the council until a new mayor and top officer team are in place and fully bedded in.
