Statutory Payment Consultation Group

An HM Revenue and Customs-sponsored forum allowing HM Revenue and Customs, the Department for Work and Pensions, Northern Ireland and the Department for Business and Trade to discuss and consult with key stakeholders on statutory payment issues.

This forum is a sub group of the Employment and Payroll Group.

Terms of reference

The Statutory Payments Consultation Group is a sub group of the Employment and Payroll Group.

Purpose

The group is HMRC’s principal employer consultation group on the full range of statutory payments issues - providing the opportunity:

  • for HMRC and other departments to explain and explore practical implications for employers, payroll bureaux and payroll software developers of potential changes in statutory payments (legislative and operational)
  • for employers, payroll bureaux and payroll software developers to raise and discuss issues or problems in administering statutory payments

Membership

The group is made up of nominees of representative organisations covering a wide range of employers (both large and small), payroll bureaux and payroll software developers.

DWP, DBT, NI and HMRC all have an interest in statutory payments and are permanent and integral members of the group.

The group is chaired by HMRC.

Practical arrangements

Terms of reference, a list of nominees and the groups they represent, and formal minutes of meetings are published online.

The group usually meets every 6 to 12 months - but other meetings may be arranged on an ad hoc basis. Progress may also be maintained in between meetings by email exchanges, informal gatherings and phone calls - particularly when members are unable to attend meetings.
