Zoe Sweet

Biography
Zoe joined the Cabinet Office in December 2025 as Director of Employee Experience and People Performance within the Government People Group. This is her first role in the Cabinet Office, where she leads the Inclusive Practice team, oversees initiatives to shape Civil Service culture and People Insights, and directs the future shape of the Civil Service people Strategy and Workforce function.
Zoe has over 20 years’ experience across public and civil service, in Local Government transformation, devolved Government in Wales and latterly in UK Government at the Ministry of Justice. The focus of her work has been on system-wide effectiveness and transformation, with a particular interest in the challenges facing leaders in building resilient and agile organisations.
Outside of her professional role, Zoe is a published contributing author. Most notably, ‘Developing Resilient Organizations (2014), and ‘Public Value – Purpose, Passion and Perseverance: creating public value through public sector leadership’ (Routledge, 2019). Most recently, Zoe has written about HR and OD approaches to culture in ‘Who Cares Wins: Leadership Practice for the 21st Century’ (Amazon, 2024).
Director of Employee Experience and People Performance
Working in the Government People Group, the Deputy Director of Civil Service Employee Experience and People Performance is accountable for setting the direction on a range of key people issues through the Civil Service Inclusive Practice and Civil Service Organisational Development Practice. Enhanced employee experience is key to better equip the Civil Service to deliver its priorities and support reform; through increased innovation, creativity, utilisation and productivity driven by improved people performance.
