Zoe Rose-Higgins

Biography

Zoe Rose-Higgins was appointed as Interim Public Safety and Development Director at the Mining Remediation Authority in April 2026.

Zoe joined the organisation in April 2015 as an engineer within the public safety and subsidence team. She has since held several roles within the organisation, including head of public safety and subsidence and most recently as head of development and planning.

Before this, Zoe worked in contracting, consulting and academia. Zoe has a broad range of background experience, including geotechnical engineering, highways and infrastructure, as well as research and teaching. Zoe has presented at international conferences and has been involved in industry standard publications, including CIRIA Abandoned Mine Workings Manual and The Institution of Structural Engineers Subsidence guidance.
