Tom Clark

Biography
Tom Clark is a journalist, with a special interest in poverty, inequality and social security. He is a Contributing Editor at Prospect, a magazine he previously ran, and Principal Editor at the Resolution Foundation, where he helped distil over 80 papers into the 2023 report Ending Stagnation.
Tom has previously worked at the Guardian, eventually becoming its chief leader writer, the Joseph Rowntree Foundation, the Institute for Fiscal Studies and in two Whitehall departments. He has written and edited books, including Broke: Fixing Britain’s Poverty Crisis.

Social Security Advisory Committee (SSAC) members are appointed by the Secretary of State for Work and Pensions to:

give advice on social security issues as it sees fit

consider and report on social security regulations that have been referred to it

advise on matters referred to it by the Secretary of State or the Northern Ireland department responsible for social security

scrutinise the products produced by the Department for Work and Pensions
