Tim Flesher was a civil servant for 36 years, working initially in the Home Office. He was Private Secretary for Parliamentary Affairs to the Prime Minister from 1982-1986 and subsequently was responsible for the establishment of OFSTED. From 1994 to 1998, he was head of the Immigration Service, from 1998-2003, Deputy Chairman of the Inland Revenue, from 2003-2007 Deputy Chief of Defence Logistics and from 2003-2010, Chief of Corporate Services for Defence Equipment and Support. Since 2010, he has been working as a consultant and a coach, chiefly advising companies on how to manage their relationships with the public sector. He is, in addition, deputy chair of The Charity for Civil Servants and a school governor.
The Member of the Armed Forces Pay Review Body is responsible for providing independent advice to the Prime Minister and the Secretary of State for Defence on the remuneration and charges for members of the Naval, Military and Air Forces of the Crown.
