Tim Buxton

Biography

Tim is a senior executive transport professional, with 25 years’ experience across the UK rail industry in both the public and private sector. He has held director level posts in railway operations, commercial management, government policy and contract management. This has provided him with a deep understanding of operational delivery, front line customer service, commercial and contract management, rail franchise bidding, ministerial advice and the formation of government policy at the Department for Transport.

Tim’s career commenced with British Rail and post-privatisation, he held a number of positions within the initial Great Western franchise that culminated in the post of Customer Service Director, managing all of the stations and train activities across the franchise. He concluded his initial period with First Group as Project Director Rail Franchising and led First Group’s successful bids for both Transpennine Express and Scotrail, mobilising both following award.

At the Department of Transport, Tim managed the government’s primary relationships with the major transport owning groups, and managed many of the commercial franchise agreements. Tim engaged with ministers on rail franchising policy and led on major enforcement action. He then was the Director of Customer Services for First Great Western, leading successful rail bids for First Group Rail before becoming Director, UK Rail for Veolia Transdev.

Following a short period working for Steer Davies Gleave on UK rail projects, Tim re-joined First Group in 2013 as International Business Development Director. Leading an international team, Tim defined the international strategy for First Group, including market entry proposals which covered geographical locations including India, Europe, North America and the Middle East. During this period, Tim led the formation of international joint ventures with organisations including Ferrovial and TrenItalia. Successful bids included new bus contracts in India, and rail contracts in North America.
