Carmen Suarez

Biography
Carmen Saurez was appointed Chief Executive of the Trade Remedies Authority (TRA) in June 2025 in a jobshare arrangement with Jessica Blakely. Jessica and Carmen joined the TRA from the Ministry of Housing, Communities and Local Government (MHCLG). Since 2017 they have jointly held several senior roles both within and outside government, with a particular focus on trade, investment and regulation.
Prior to the jobshare, Carmen worked at the Financial Conduct Authority, the Competition & Markets Authority and at the Office of Fair Trading in a variety of roles, including as Head of Evaluation and Head of Advocacy. Carmen lead a number of market studies focused on improving consumer outcomes.
Carmen’s academic background centres on the economic impact of government on market dynamics and outcomes, including trade and investment.
