Stephen became a Senior Director in Immigration Enforcement in March 2014. He has been a civil servant since 1985, and has held policy, strategy and finance roles at the Cabinet Office, Department for Education and on secondment to Manchester City Council.
He joined the Home Office in 2007 as Director of Policing, and led the present government’s reforms to bring greater accountability, transparency and efficiency to the police service, before moving to develop a border strategy for the department in 2012.

Stephen is responsible for:
- rethinking Immigration Enforcement’s approach to dealing with the illegal population those who benefit from illegal migration
- the management of the detention estate, and its future shape and size
- work across Whitehall and beyond to deny access to services and benefits to those not entitled to them
- encouraging the voluntary departure of people who are here illegally
