Simon Hughes

Biography
Simon Hughes is GDF Executive Director at Nuclear Waste Services (NWS), with over thirty years’ experience leading and regulating infrastructure across the nuclear, water and environment sectors.
Formerly NWS Director of Community Engagement and Siting, he has been accountable since 2020 for the UK’s GDF siting programme, integrating delivery with stakeholder engagement and policy alignment.
He established NWS’ Major Permissions capability, shaping DCO and environmental permitting strategies and awarding a £78 million delivery partner framework to support investigations and construction readiness.
His background spans private sector delivery and public regulation, including senior leadership at the Environment Agency, programme leadership at Thames Water and directing planning and consenting for Havant Thicket Reservoir.
