Dr Ryan Williams

Biography
Dr Ryan Williams was appointed as a member of the Regulatory Policy Committee in March 2024.
Ryan is a research fellow at Imperial College London’s Centre for Climate Finance and Investment, serves on the Management Committee of the Singapore Green Finance Centre, and is a board member of the Financial Management Association.
His experience includes:
- chief economist at Enoda, an electricity grid technology company based in Edinburgh
- previously a director at Grant Thornton UK, specialising in energy economics
- previously a principal at Oxera in the UK, where he managed regulatory initiatives across industries like electricity, gas, telecoms, water, and transport
- was a tenured professor at the University of Arizona in the United States and has a PhD in financial economics
- prior to academia, Ryan worked for PwC
Member, Regulatory Policy Committee
Regulatory Policy Committee members are responsible for:
- scrutinising the quality of the evidence and analysis supporting the case for why government regulation is necessary under the Better Regulation Framework
- providing independent expert advice on whether the impact assessments, options assessments and post-implementation reviews for regulations produced by government departments are fit for purpose
