Ruth Owen was appointed Director General Personal Tax in September 2012 bringing with her extensive experience in running large-scale customer service operations.
Ruth is also the head of the operational delivery profession.
Before joining HMRC, Ruth was Work Services Director and Deputy Chief Operating Officer at the Department for Work and Pensions (DWP). She was previously Chief Operating Officer in Jobcentre Plus and has operated at Board level for more than seven years, balancing both strategic and delivery roles.
Ruth started her career in the civil service as a National Insurance Inspector and, in DWP, worked on policy, projects and the Minister’s private office. She has spent two spells in the private sector on secondment, most recently in PC World in 2005-06.
Director General Personal Tax
The Director General Personal Tax has overall responsibility for policy and service delivery for individual customers (including employees and pensioners), and for PAYE, Self Assessment, National Insurance and other taxes including Inheritance Tax and Capital Gains Tax.
