Ruth Dunphy

Biography
Ruth Dunphy joined HS2 in October 2025 as Chief Transformation Officer at a pivotal moment in the delivery of the UK’s largest Rail Infrastructure programme. As part of the Executive Committee, Ruth is leading HS2’s Transformation and Organisational Reset, aligned to a bold new vision focused on performance-driven delivery and deep collaboration across the organisation, supply chain, and government.
She brings a wealth of experience in successfully delivering complex change in a Contracting environment having worked in Engineering and Construction for over 20 years. At BAM, Ruth was Transformation Director, leading the creation of the UK & Ireland division by integrating three companies and driving strategic change. She shaped BAM’s market strategy, transitioned it to a sector-focused model, and oversaw Digital Construction and Sustainability to boost market position and ESG performance. Earlier, as Global Finance Director for BAM’s Infrastructure Business Line, she provided strong financial stewardship across civil subsidiaries, stabilised the business during COVID, and led derisking, divestment, and winddown efforts. Prior to her time at BAM, Ruth has worked in various Executive Finance “plus” roles improving business performance and shareholder value through Transformation.
Ruth grew up in the North West and is a Chartered Management Accountant (ACMA) with a BSC Hons in Business Economics.
