Ruth joined HM Land Registry in May 2015 as Deputy Finance Director and became Acting Director in September 2017.
Ruth joined the Civil Service in 1994 on the fast stream programme, having previously been a corporate lawyer. She has a wide variety of Civil Service experience, spanning policy and corporate services, initially in the Cabinet Office and then within major-spending departments. She qualified as an accountant in 2006, as part of the first cohort to undertake the accelerated accountancy qualification developed specifically for civil servants by Chartered Institute of Public Finance and Accountancy and Warwick Business School.
Immediately before joining HM Land Registry, Ruth was responsible for Further Education funding and investment at the Department for Business, Innovation and Skills, and prior to that she was Head of Human Resources and Finance at the Serious Fraud Office.
Acting Director of Finance and Business Services
The Acting Director of Finance and Business Services is responsible for the financial management of HM Land Registry and compliance with the general requirements of Government Accounting, including the preparation of our Annual Report and Accounts.
They are responsible for strategic planning and performance, including the medium term financial plan and monitoring performance against our key performance indicators.
They are also responsible for our Internal Audit function, for providing professional procurement services to the organisation, undertaking major procurements and ensuring contracts are managed effectively, and for delivering professional and sustainable property services across our 14 offices, as well as business continuity, physical and personnel security, and health and safety policy.
