Richard Spitz

Biography

Richard was appointed as a Director General in the Office of the Parliamentary Counsel in November 2025. His team of drafters is responsible for delivering primary legislation for the following Departments:

  • Energy Security & Net Zero;
  • Transport;
  • Education;
  • Science, Innovation & Technology;
  • Environment, Food & Rural Affairs. 

While at OPC he has drafted Bills on a wide range of areas, including energy, elections, cybersecurity, education, transport, the armed forces and public service pensions. He was seconded to Cabinet Office Legal Advisers in 2019-20, advising on cross-Whitehall devolution matters (in particular in the context of coronavirus and EU exit). He also spent two years at HMRC’s Tax Law Rewrite Project (2006-8) as part of the drafting team dealing with the rewrite of corporation tax legislation.

Before joining OPC, Richard qualified as a solicitor at Slaughter and May, where he practised in one of the firm’s general corporate departments.
