Biography
Richard McCart was appointed Interim Change Director for the Animal & Plant Health Agency (APHA) in April 2026. He is also the Head of Profession for Project Delivery and Change for APHA.
Richard is a qualified project and change practitioner, and has extensive experience of delivering digital, operational and policy. He has led change in APHA, Defra and the Health & Safety Executive.
