Penny Phillpotts

Biography

Penny joined the IPO in May 2022 as Director of People and Place.  Penny has a degree in History from the University of Manchester, a Masters in Human Resource Management from the University of the West of England, and has held a range of HR and Organisational Development roles in and around the public sector. This includes 8 years as HR Director in a large healthcare social enterprise which she helped spin out of the NHS, as well as change and culture focused roles in Higher Education and for the Audit Commission.

During Covid, Penny worked with a number of organisations at board level and supporting them to navigate pandemic challenges such as hybrid working, employee wellbeing and safety and remote leadership.

Penny’s role of Director of People and Place holds board level accountability for HR, Payroll, Learning and Development, Culture and Engagement, Diversity and Inclusion, Recruitment, Internal Communications and Accommodation and Estates.

Director of People and Place

This role is responsible for a number of different corporate functions including: HR and Organisational Development (including operational and strategic HR, lean and continuous improvement, internal communications); Estates and Facilities Management (including office services, sustainability, and design and print solutions); Governance, Planning and Strategy (including secretariat, audit and risk functions); and Project and Programme Management.
