Paul Lowton

Biography

Paul Lowton is the Interim Director for Barring Operations at the Disclosure and Barring Service.

Paul was previously Associate Director for Disclosure Service Delivery.

Before joining DBS, Paul worked for the Criminal Records Bureau in various roles including Operations, Police Performance Management, and Registered Body Relationship Management. As a career Civil Servant, Paul has also worked in Department for Education, The Employment Service, and Department for Work and Pensions.

Interim Director for Barring Operations

Some of the Director of Barring Operation’s responsibilities include:

  • delivering outstanding customer service and operational excellence against DBS performance targets and published service standards for Barring Operations
  • ensuring that resource, skills, and productivity levels can meet demand
  • ensuring barring processes are continually evaluated to ensure they reflect the wider safeguarding environment, and that lessons are learned from appeals and reviews
  • providing strategic and operational planning for Barring Operations, defining vision and values to inspire and motivate all staff through an open and transparent culture, demonstrating the OneDBS ethos, and supporting the DBS 2025 strategy
  • providing strong leadership and senior-level advocacy for the Barring delivery and fostering continuous improvement
  • building and promoting effective stakeholder and partner engagement and collaboration at strategic and operational levels
  • developing, fostering, and maintaining strong and effective relationships with all stakeholders across law enforcement, national and local government departments, the private sector, and voluntary sector
