Paul Kealey

Biography

Paul started his defence career in industry in 2001 and researched radar signal processing for moving ground targets, working internationally on both airborne and space-based systems. He later worked on electronic surveillance studies, first at Malvern and then seconded to Dstl.

Since joining Dstl in 2009, Paul has held a variety of roles:

  • Leader of the radar and then C4ISR (Command, Control, Communication and Computers, Intelligence, Surveillance and Reconnaissance) sensing group
  • Programme manager leading strategic organisational change in Dstl and implementation of the 2015 Science Capability Review
  • For DST in MOD Head office served as Portfolio Commissioner for 5 research programmes focussed on Information Warfare

Paul has a PhD in physics from the University of Birmingham.

A member of Dstl’s Executive team, the Head of CIS Division leads a team which maintains and develops a range of capabilities needed to support Defence in data, cyber, C4ISR and space related areas, both now and in the future.
