Paul Dowse

Biography

Paul joined HM Land Registry in 1986 and has over 25 years experience of land registration gained through a wide range of roles and experiences.

Paul joined Land Registry Head Office in 1998 where he worked on a wide range of IT enabled change management projects and programmes, culminating in his appointment as Head of e-Business in 2005.

In 2009 Paul became Head of Programme Design for a major business transformation programme. This experience led to his appointment as Head of Customer Strategy and Experience in 2010 with responsibility for developing and implementing a comprehensive programme of customer focused initiatives and cultural change.

Paul then moved on to become Head of Strategic Developments in 2012 where he developed the Land Registry’s Business Strategy 2013/14 – 2017/18, and lead work defining future operating and commercial models for Land Registry.

Paul joined the Executive Board of Land Registry as acting Director of Strategy in April 2014 and is also the Board Champion for Ethnicity.

Married with two daughters, Paul enjoys mountain biking and foreign holidays with sandy beaches and limited access to email!
