Neil Swift



Neil was appointed as the Director of Corporate Resources in April 2015 and is responsible for the provision of operational support services including human resources, finance, legal, procurement, IT and information management.

Neil started his career as a trainee engineer with British Aerospace before changing direction to train as an accountant with KPMG. After a move to the public sector Neil worked in several frontline operational finance roles across the public sector including as Deputy Director of Finance at a large NHS Trust in London. Neil joined the Audit Commission in 2003, initially as a Senior Manager and Health Policy Lead as which he worked on a range of national studies and publications before becoming Head of Technical Support for the Commission’s Audit Practice in 2007. He was appointed Associate Controller Corporate Resources in 2012 and was responsible for the delivery of all support services during the transition to and eventual closure of the Commission.

Chief Operating Officer

The SSRO Chief Operating Officer is responsible for:

  • the effective provision of operational support services

  • oversight, responsibility and ownership for the SSRO’s annual budget and process, providing vision, direction and leadership for the SSRO’s financial security and support services

  • advising the Chief Executive on strategy and policy, both financial and corporate, relating to operational matters

  • ensuring the SSRO Board is briefed in a timely manner on all financial matters

  • the following corporate functions: human resources, finance, legal, procurement, health and safety, contract management, information management, IT and quality, site and facilities management

  • the SSRO’s governance, policy and risk frameworks (delegated)

  • managing relevant relationships with key SSRO stakeholders as appropriate, e.g. internal audit and the National Audit Office
