Michael Hearty yn Gyfarwyddwr Anweithredol yn CThEF. Mae’n uwch-reolwr profiadol â chymhwyster proffesiynol, sydd â phrofiad o arweinyddiaeth weithredol a strategol helaeth mewn dau o adrannau mawr o’r Llywodraeth: Yr Adran Gwaith a Phensiynau a’r Adran Addysg, a’r ail ar lefel y bwrdd. Yn fwy diweddar, bu Michael yn aelod o Fwrdd Llywodraeth Cymru am 5 mlynedd, braich weithredol o’r llywodraeth ddatganoledig yng Nghymru. Bu’n darparu cyngor strategol, her a chefnogaeth yn uniongyrchol i’r Prif Weinidog a Gweinidog Cyllid Cymru ar ystod o faterion strategol a chyllidebol. Mae’n cael ei barchu mewn sawl cylch am ei uniondeb, ei fewnwelediad strategol a’i bragmatiaeth, ac mae ganddo gryfderau neilltuol mewn newid trawsnewidiol, datblygu arweinyddiaeth a chydweithio â phartneriaid. Yn ogystal, mae Michael yn gyfarwyddwr anweithredol profiadol. Mae ef wedi cynghori sefydliadau o broffil uchel fel yr Adran Iechyd ac Iechyd Cyhoeddus Lloegr. Roedd Michael yn aelod o Gyngor CIPFA am 4 blynedd, ac mae’n aelod o Fwrdd Adrodd ar Safonau a Chyllid CIPFA ar hyn o bryd.
Non-executive Director
Non-Executive Directors bring external experience and expertise to the department, playing an important role in providing advice, challenge and scrutiny to the work of the Executive Committee and the department more widely, both within and outside of formal Board and sub-committee meetings.
Non-Executives contribute their expertise outside the formal Board and subcommittee structures — for example, working closely with executives on specific initiatives, mentoring and undertaking in-depth examinations of risk.
Non-Executive Directors also support the effectiveness of programme boards for HMRC’s most significant transformation programmes.
