Matthew Taylor

Biography
Matthew Taylor CBE is Chair of the Fair Work Agency, having been appointed in October 2025. He leads the board of the new agency, which brings together existing employment rights enforcement bodies to create a single, streamlined system to tackle minimum wage underpayment and worker exploitation.
Matthew led the independent Review of Modern Working Practices in 2016, commonly known as the Taylor Review, which provided the foundation for many of the employment rights reforms now being delivered through the Employment Rights Bill. For this work, he was appointed a CBE in the 2019 Birthday Honours.
He has served as Chief Executive of the NHS Confederation since 2021. Prior to this, Matthew was Chief Executive of the Royal Society for the encouragement of Arts, Manufactures and Commerce (RSA), and previously held the role of interim Director of Labour Market Enforcement from August 2019 to January 2021.
Earlier in his career, Matthew was Chief Adviser on Political Strategy to the Prime Minister and Director of the Institute for Public Policy Research.
