Mark Lloyd

Biography

Mark Lloyd joined the HMPPS as a non-executive member of the HMPPS Audit and Risk Assurance Committee on 1 April 2022.  

He joined the HMPPS Agency Board as a non-executive director on 1 October 2025.

Mark Lloyd is the former chief executive of the Local Government Association, a role he held for 8 years, following 10 years as the chief executive of 2 councils – Durham County Council and Cambridgeshire County Council.

He is also a non-executive member of the UK Health Security Agency’s Advisory Board and works as an executive director for IMPOWER Consulting.

In 2022, he was appointed Commander of the Order of the British Empire (CBE) for his services to local government and charity.

Our non-executives are senior figures from outside the agency who bring a diverse mix of expertise and skills from across the public and private sector. They all:

  • give guidance and advice to HMPPS leaders
  • support and challenge management on the agency’s strategic direction
  • provide support in monitoring and reviewing progress
