Mark Bayley
Biography
Mark Bayley was formerly Finance Director and then Chief Executive of London & Continental Railways Limited (LCR), the developer of the High Speed 1 railway and the owner of the U.K. arm of Eurostar.
After leaving LCR, he was interim Commercial Director of HS2 and then Chief Executive of the Green Deal Finance Company (GDFC) – a public/private vehicle financing household energy efficiency measures. In January 2017 he completed the sale of the GDFC to a private equity consortium and took on an assignment to assist in forming the Submarine Delivery Agency at the Ministry of Defence – a new procurement agency focussed on supporting delivery of the U.K.’s submarine fleet and Continuous At Sea Nuclear Deterrent. He was a director of the agency and its interim CFO.
Mark is a non-executive director of Network Rail and of the water regulator Ofwat.
