Lucy Joyce OBE

Biography

Ms Lucy Joyce OBE was appointed British High Commissioner to the Kingdom of Tonga in January 2021. Previously Lucy was Her Majesty’s Ambassador to the Republic of Moldova from 2016 to 2019.

Lucy was Acting High Commissioner to Zambia from 2015 to 2016, Head of North America Department at the Foreign and Commonwealth Office (FCO) from 2013 to 2015 and has served overseas on a temporary assignment as Economic Prosperity Counsellor in Brasilia from 2012 to 2013. She also served overseas in the foreign policy section of the British Embassy in Paris from 2004 to 2008 and as Press and Public Affairs Officer at the Embassy in Brussels from 2000 to 2004. Other temporary assignments include postings to New York, Belgrade, Sofia, Hong Kong, and Antananarivo.

From 2008 to 2012, Lucy was head of the FCO Olympics and Paralympics Unit. She was awarded the OBE (a UK honour) in 2012.

Lucy graduated from Warwick University with a BA (Hons) in English and American Literature, and gained a Masters in Business Administration in 2009. In 2009 Lucy completed an MBA.

British High Commissioner to Tonga

The High Commissioner is the UK government’s representative in a Commonwealth nation. They are responsible for the direction and work of the High Commission and its Deputy High Commissions, including political and economic work, trade and investment, press and cultural relations, and visa and consular services.
