Biography

Julie was appointed Director General Head Office and Commissioning Services at the Ministry of Defence in April 2016.

Prior to her appointment, Julie held a number of leadership posts in the public sector, including:

  • Director General for Transformation and People, Home Office
  • Director of Strategy and Change, Border Force
  • Deputy Chief Executive for London Borough of Barnet
  • Director of Offender Management Policy, Ministry of Justice
  • Director of Corporate Services and Director of System Reform, Department of Health

Before joining the Civil Service in 2001, she held various operational delivery roles including Chief Executive and Chief Operating Officer in NHS Trusts.

Director General Head Office and Commissioning Services

The Director General HO&CS is responsible for the defence operating model (the rules for how defence works), running an efficient Head Office, and commissioning enabling functions that deliver key strategic outcomes for the department. The DG has accountability, as the budget holder, for the Head Office and Corporate Services; and Defence Infrastructure organisations. He or she reports to the Permanent Secretary, is a member of the Executive Committee, and attends the Defence Board as required.

Responsibilities

The Director General HO&CS is responsible for:

  • improving the Head Office’s ability to lead defence and ensure a better, more coordinated approach to continuous improvement across the department

  • leading on change and next stage of organisational design; reviewing department wide approach to change; and embedding the Defence Operating Model

  • implementing improved corporate governance models that will enable the department to deliver defence objectives and outcomes

  • leading the Head Office and Corporate Services and the Defence Infrastructure Organisation as the Top Level Budget Holder

  • bringing together delivery of the key enabling services in defence under a single owner; and ensuring an effective and efficient governance relationship with the department’s arm’s length bodies
