Joseph Fisher MBE

Biography

Joe Fisher took up the role of British High Commissioner to the Republic of Guyana in April 2026. He is also Non-Resident Ambassador-Designate to the Republic of Suriname, and Ambassador-Designate to CARICOM.

Before moving to Guyana, Joe worked in 10 Downing Street as Private Secretary to the National Security Adviser from 2024 to 2025. He was Deputy Principal Private Secretary to the Foreign Secretary between 2022 to 2024. Prior to this, he worked in the Cabinet Office National Security Secretariat from 2020 to 2022.

Joe has previously held various roles in the Foreign, Commonwealth and Development Office, including in the Europe Directorate in London, the British Embassy in Yangon, Myanmar, and in the NATO Provincial Reconstruction Team in Helmand Province, Afghanistan.

Outside of the UK government, Joe worked as International Development Liaison Officer in the Office of Daw Aung San Suu Kyi in Myanmar between 2014 and 2017. He was later Policy Director at the conflict resolution NGO Inter Mediate in London.  

Joe holds a BA in Geography from Cambridge University. He later attended Harvard University as a Herchel Smith Fellow, and held an Honorary Research Fellowship at Imperial College London. He is a graduate of the UK Defence Academy’s Higher Command and Staff Course.

The High Commissioner is the UK government’s representative in a Commonwealth nation. They are responsible for the direction and work of the High Commission and its Deputy High Commissions and/or Consulates, including political work, trade and investment, press and cultural relations, and visa and consular services.
