John Davies

Biography

John Davies was appointed as a member of the Regulatory Policy Committee in April 2025.

John is an independent economist specialising in the economics of competition and regulation with experience including:

  • chief economist of the UK Competition Commission and founding executive director of the Competition Commission of Mauritius
  • head of competition policy (and for a time acting head of investment policy) at the OECD, overseeing the development of indices of countries’ comparative performance on regulatory and competition policy and advising several governments on regulatory reform, particularly the Greek government during the debt crisis
  • consulting economist, most recently for Compass Lexecon, where he jointly headed the London office until 2023 and advised companies such as Spotify, Asda, Amazon and Epic Games on competition matters
  • member of the Competition Appeal Tribunal in the UK, an associate and member of the advisory board of the Centre for Competition Policy at the University of East Anglia, and an advisor to the Competition Commission of Mauritius
  • a masters degree in economics from Oxford University and a bachelor’s degree in economics from Cambridge University

Member, Regulatory Policy Committee

Regulatory Policy Committee members are responsible for:

  • scrutinising the quality of the evidence and analysis supporting the case for why government regulation is necessary under the Better Regulation Framework
  • providing independent expert advice on whether the impact assessments, options assessments and post-implementation reviews for regulations produced by government departments are fit for purpose
