John Campbell LLB, MBA, QPM

Biography
John Campbell joined the CNPA Board in July 2025. He spent 34 years in policing and is the former Chief Constable of Thames Valley Police. In addition to his role as Chief Constable, he was also actively involved in the UK’s response to terrorism.
As Chief Constable, he was the UK Police lead for the Protect and Prepare strand of the UK Government’s counter terrorism (CONTEST) strategy and was a member of the UK Counter Terrorism Committee.
He has worked on building capabilities to counter terrorism in several countries and on Chemical, Biological, Radiological and Nuclear (CBRN) related matters with colleagues from the European Union, the United Nations and the 5 ‘Eyes’ community.
He led the UK Police’s response to CBRN terrorism for 12 years, working closely with the Home Offices’ Homeland Security team, multi-agency specialist blue light and military responders and members of the scientific community.
For nine years he was a Course Director and Instructor on the UK’s National Counter Terrorism Command Course, training senior officers to take command of high threat counter terrorist operations.
Mr Campbell has 15 years of strategic crisis command experience, including numerous public order and protest operations, Royal and state events, major sporting and cultural events and protection operations such as the Olympics, Royal Ascot and the Reading Festival. He has also led the crisis response to a number of major incidents.
He is currently a Senior Associate at the Cabinet Office’s UK Resilience Academy, specialising in Crisis Management. In 2015 he was awarded the Queens Police Medal for services to Policing by HRH Queen Elizabeth.
