Jill Hatcher

Biography

Dr Jill Hatcher is the Chief People Officer for the Home Office and is responsible for enabling all people-based activity in the organisation, both operational and strategic. Jill has overall responsibility for all our Employee and Health & Safety Policies, reward, recruitment, Learning & Skills and our People and Diversity and Inclusion Strategies linked to the Home Office Transformation agenda.

Jill became Chief People Officer in April 2019 following two years as HR Director for HM Passport Office and UK Visas and Immigration. She leads a professional HR function of HR Directors and Business Partners working alongside each operational command, policy teams and the Capabilities and Resources Group. In addition the HR function operates a shared service model for employee and line manager transactions, and a casework and centres of expertise model for in depth professional insight and leadership of specific areas such as learning, recruitment, talent and reward.

Following her PhD studies in Bioinorganic Analytical Chemistry, Jill joined the Civil Service fast stream at the Ministry of Defence in 2002 working in a variety of roles and locations across the UK & oversees. Having developed a passion for the people agenda Jill began to build a career in Civil Service HR, holding various HR Director roles from June 2012 in a number of departments, and achieving professional accreditation as a Fellow of the Chartered Institute of Personnel and Development.

Jill is married to a Commodore in the Royal Navy and divides her time between married quarters in London and her family home in Somerset.
