Jen Coe / Rachel Hitchings

Biography
Jen and Rachel work in a job-share partnership leading the change and operations team which is managing the development of the National Infrastructure and Service Transformation Authority’s (NISTA) new operating model and overseeing its corporate team.
Jen previously worked in a job-share partnership as Director of Policy at the National Infrastructure Commission, where she led the development of the Commission’s policy programme on digital and transport connectivity. Jen brings a wealth of policy and Whitehall experience having worked in numerous government departments including the Department of Health and Social Care, the Department for Culture, Media and Sport and the Department of Energy and Climate Change.
Before joining NISTA, Rachel co-led HM Treasury’s HR function, leading change programmes on workforce, capability and culture. She has experience leading policy development and transformation across government departments including the Ministry of Housing, Communities and Local Government, the Home Office, and Foreign and Commonwealth Office, as well as working on operational improvement across the health and care system.
NISTA Change Programme Director
Managing the team that ensures NISTA is set up and operates in a way that enables it to deliver key ministerial functions. They are responsible for leading the change programme, reporting directly to the NISTA Chief Executive Officer. They are responsible for overseeing the change programme, including setting out a clear articulation of the NISTA vision and objectives; developing a Target Operating Model to deliver NISTA’s functions; defining governance processes including supporting the Council; working with key external stakeholders; and ensuring staff are fully engaged and consulted in the Change programme.
