James Dowler was appointed as Deputy Director for Constitutional Policy and the Scotland Bill in September 2015. James joined the Civil Service in 2009 and has worked in the Ministry of Justice and the Cabinet Office in various policy and strategy roles relating to the constitution, the judiciary and commercial contracts.
Deputy Director, Constitutional Policy
The Deputy Director, Constitutional Policy, is responsible for:
- advising ministers on Scottish constitutional matters, including strengthening Scotland’s position within the UK and effectively managing the devolution settlement
- communicating and promoting a wider understanding of UK government policies in Scotland
- running the Scotland Office effectively and efficiently
