Howard Orme joined the BIS Board in July 2009 and is now Director General, Finance, Commercial and Digital Transformation.
Howard leads on all financial, commercial and digital/IT issues across the Department for Business, Innovation and Skills (BIS). He has been involved in major reforms and large-scale savings and efficiency programmes as the department moves to a more streamlined and integrated group business model.
Prior to joining BIS, Howard was Deputy Finance Director General at the Department for Work and Pensions (DWP), where he led the development and implementation of several large and complex programmes. He also held several finance, commercial, marketing, international and senior leadership roles in a 24-year career in the private sector, mainly with Unilever and Allied Domecq plc. He is a qualified Accountant (CGMA, FCMA).

The Director General for Finance, Commercial and Digital Transformation sits on the Departmental and Executive Boards and chairs the Performance, Finance and Risk Committee. The Director General leads the Corporate Services Executive and is responsible for all finance, commercial and digital/IT issues. Further responsibilities include:
- leading work on BIS’ public bodies reform
- leading on the relationship with and governance of BIS’ partner organisations
- a member of the cross-government Financial Management Review Board, leading on data and analytics
- chairing the Senior Remuneration Oversight Committee
